Rota and Roster Procedure – Member Update
Today, Version 1.1 of the EMAS Roster and Rota Procedure was formally approved, concluding a lengthy review following the introduction of the new rotas.
UNISON has taken a strategic, multi-pronged approach throughout this process. Alongside formal discussions, we have supported members, challenged issues as they arose and used the evidence and experiences of individual members to identify where the procedure needed to change.
One UNISON member took their concerns through the full formal escalation process. The evidence and issues raised through that challenge contributed to the wider review and to changes now reflected in Version 1.1.
It is important to be clear that these changes are not the achievement of any one person, team or trade union. The review involved operational teams, Resource and Planning, Corporate Services and trade union representatives, with feedback gathered through surveys, governance groups, formal challenges and direct engagement with the executive team.
The revised procedure includes changes covering:
• annual leave and RAL arrangements
• TOIL and abstraction
• night-shift rest periods
• rolling relief
• the 60-hour and night-shift principles
• overtime while on annual leave or TOIL.
Not every issue raised has resulted in the outcome members wanted. Our work does not stop with approval of Version 1.1. UNISON will continue to monitor how the procedure works in practice and challenge problems, inconsistencies or unintended consequences.
The procedure is due for a further formal review in April 2027.
Thank you to every member who has raised concerns, challenged decisions, provided evidence or shared their experiences with us. Much of the work UNISON representatives do happens away from public view, but that work matters.
This process demonstrates something important: when members speak up and challenge decisions, individual action can contribute to wider change.
UNISON will continue to do the detailed work, challenge where challenge is needed, and make sure our members’ voices are heard.
